I also noticed that sometimes switching between Vulkan fullscreen windows (radv) and desktop can break TearFree, it needs to be reactivated then. I however would like to find a 100% reproducible way to reproduce first before reporting.
Make sure you test with https://gitlab.freedesktop.org/xorg/driver/xf86-video-amdgpu/merge_requests/... before reporting. :)
