I have a gcn 1.0 firepro 4000m (7700m) card that I would like to have overdrive capabilities.

The issue is with amdgpu.ppfeaturemask=0xffffffff, /sys/class/drm/card0/device/pp_od_clk_voltage is empty and does not accept commands.
