I've skimmed over the linked report and I've got no idea why you think this is a Mesa bug.
Help me help you, a proper bug report should contain all the information I need to start looking into the issue.
From a few comments, it's clear that deleting the Mesa shader cache, or setting
MESA_GLSL_CACHE_DISABLE=true, is required to avoid crashes when starting Dota 2. He's using Mesa and the amdgpu driver on an RX550.
