A workaround for your card is to use amdgpu instead of radeon There're several ways to do this here: https://wiki.archlinux.org/index.php/ AMDGPU#Enable_Southern_Islands_(SI)_and_Sea_Islands_(CIK)_support

amdgpu does not have support for vce at the moment for these asics.
