Performance is more than halved in games (used Talos Principle on RADV for bisection) due to the mclk being stuck at 167 MHz.

Enable SOCclk and DCEFclk dpm level retrieving and setting on Vega10.

Kernel cmdline has amdgpu.exp_hw_support=1 log_buf_len=1 amdgpu.sched_hw_submission=64 amdgpu.gpu_recovery=1 amdgpu.cik_support=1 radeon.cik_support=0 amdgpu.cg_mask=0 amdgpu.pg_mask=0 idle=nomwait
and nothing interesting showing up in dmesg.
